Notice of Project Completion- West Grey Bridge 44 Class EA
The Project:
The Municipality of West Grey (West Grey) has completed a Schedule ‘B’, Municipal Class Environmental Assessment (MCEA) under the Ontario’s Municipal Class Environmental Assessment (Municipal Engineers Association, March 2023) which was initiated to determine cost effective alternative options to address the advanced deterioration and present condition of Structure G‑044 bridge, located on Northline Road approximately 0.35 km east of Glenelg Road 23 and 13.5 km northeast of the community of Durham over the Saugeen River.
Study Process:
“Structure G‑044 is in a state of disrepair and recent 2022 OSIM inspection indicates there is severe concrete spalling and disintegration to multiple bridge components and therefore, recommended for replacement to reduce the risk to bridge users and maintain public access to Northline Road” (Problem Statement).
The Municipality initiated the MCEA to evaluate alternative solutions (alternatives) to address and to establish the preferred alternative. Alternatives to be considered were developed based on background studies and included the following:
- Do nothing;
- Replacement with a single or narrow 2‑lane concrete span structure;
- Replacement with a single or narrow 2‑lane wood or steel bridge structure.
Through the detailed review of these alternatives, supporting studies, consultation with Regulatory Agencies, Members of the Public, Key Stakeholders and Indigenous Communities, the preferred alternative has been identified and selected as option 2) Replacement with a narrow 2-lane concrete span structure.
Environmental Study Report:
An Environmental Study Report (ESR) has been prepared to document the planning and decision-making process followed during this study. By this Notice, the ESR is being placed on the public record for a 30-day review period from August 22nd to September 21st, 2024. The ESR will be available on the Municipality’s website at: www.westgrey.com/studies

In addition, a request may be made to the Ministry of the Environment, Conservation and Parks (MECP) for an order requiring a higher level of study, or that conditions be imposed, only on the grounds that the requested order may prevent, mitigate or remedy adverse impacts on constitutionally protected Aboriginal and treaty rights. Requests on other grounds will not be considered. Requests should include the requester contact information and full name.
Requests should specify what kind of order is being requested, how an order may prevent, mitigate or remedy those potential adverse impacts, and any information to support the request. The request should be sent in writing or by email to the project contacts noted above and to the following:
Comments submitted to the Project Team for the purpose of providing feedback regarding this Class EA are collected under the authority of the Environmental Assessment Act. Information will be collected in accordance with the Freedom of Information and Protection of Privacy Act. With the exception of personal information, all comments will become part of the public record.
